Preheat oven to180 °C.
Spray a baking or casserole dish with cooking spray.
Start by steaming your cauliflower in a large pot until just tender or no longer than 10minutes. Then drain well in a colander because you don’t want any added moisture in this dish.
In the same pot that the cauliflower was steamed in over a medium low heat, mix together the cream cheese, sour cream, cheddar cheese, mozzarella cheese, garlic powder and onion powder until smooth and creamy. This should take no longer than 5 minutes.
Slowly and gently stir in the steamed cauliflower, chives and salt and freshly ground pepper to taste.
Spoon into casserole dish and top with remaining cheese.
Bake uncovered for 15-20 minutes or until the cheese is melted.
Top with remaining chives and serve hot.
